Details from TDC re Ley Car Park. Mr Noon suggests we go ahead with purchase. There were queries with regard to the access license; this could be covered by our solicitor when he reviews them. All agreed to go ahead.
It was agreed that more dates for the summer holidays should be obtained for the Teepee Activities. These would be held at Little Meadow – consult with kids at youth club – could be mosaic sign or willow shelter or anything else? All agreed
It was agreed that Mr Keith McKay DNPA was to be invited to the meeting in May to discuss the Conservation area
08/49 Urgent business brought forward by the
Chairman.
Mrs Smith advised the councillors of the Civic Service on 11th May and asked for all to attend at 10.30pm.
Mrs Smith also reported that the road service at Exeter Cross junction was in a very bad condition. It was agreed we should write and complain very strongly.
08/50 To receive reports from District, County
Councillors and Police Officer.
Mr Christophers re Ley Crescent car park suggested it would be a good idea to go forward and use it to reduce parking problems in Liverton
Planning application at Hartford has been allowed and will be advertised as a departure from the LDF.
TDC proposes to hold a planning information
road show and hopefully one of the venues will be held locally at Blackpool
School. The Local development framework
needs far more local consultation before and final document, there fore the
officers need to visit parishes. Other
venues would include Bovey or Ashburton where plans will be on display,
followed by a meeting where officers should discuss housing needs and parish’s
expectations from. Throughout the
summer it is hoped that developers and housing agents will meet with TDC
officers and discuss sensible planning matters and advising officers.
The Housing IDeA report is now ready and issues are available from Graham Davey.
Mr Christophers has received a request from Ilsington Village Hall management committee for a grant from the Community fund.
The Application for license for the Aeon festival has received lots of interest – the public meeting went very well and the Hearing on 12th of May.
08/51 PUBLIC FORUM
Mr
Bardell reported that the potholes at Louston have been attended to and the
road has been swept.
Mr
Retallick reported travelers are parked at Ramshorn Down lay by.
Mr
Christophers has asked a highway’s officer to come and talk to the parishes
about the poor state of the roads.
Mr Noon
reported on the current position of becoming part of a Community Land Trust and
informed the meeting that there would be a cost involved to set it up the
trust. Other parishes have asked there councilors
to contribute to the cost of this Mr Noon asked the councillors if Ilsington wanted
to be part of this and suggested that it may be approx £10 each. Mrs Smith asked Mr Noon to email the details
to all councillors and discuss at next meeting
Mr
Christophers discussed boundary changes, TDC have produced a concept of
boundaries and it is highly likely that district council will disappear and Parish
Councils would become more empowered – a discussion followed as to whether this would be an advantage or not, as
finding volunteers to become councillors is very difficult and with further
responsibility and specific knowledge required to answer some of the
consultation papers presently expected this may dissuade people getting involved and becoming councillors,
Mr Miners agreed that recently at the new councilor training they highlighted
this exact problem.
08/52 To consider the planning applications
received from Teignbridge District
Council and Dartmoor National Park

Proposed erection of garage at Higher
Cator Lodge, Haytor. No objection
however the councillors do feel that the design is out of character and does not match the house.
2.
Construction of a gazebo in rear
garden of Pomeroy, Ingsdon Manor. No objection
3.
Proposed 3 stable, tack room and hay
barn at field south of Lenda Wood, Lenda Lane, Liverton. Objection –
as the Ilsington councillors feel that building on a green field site damages
the landscape in this area of outstanding beauty.

08/53 To receive reports from Parish Councillors
on outside bodies.
Mr Miners was unable to attend the TALC meeting this month but from the minutes it appears that the other parish councils have similar concerns to us.
Mr Retallick informed the meeting that the new information center is hoped to open on 1st of May. Toilet block now been demolished. Clerk asked the meeting for ideas to insert into a time capsule to discuss at the next meeting.
