06/197  Declaration of interest in items on the agenda

Messrs Retallick and Gibson declared an interest with relation to Ilsington United Charities and IVH.

 

06/198  To confirm the minutes of the last meeting 28th March 2006

These were signed as a true record of the last meeting.

 

06/199  To report matters arising from the minutes not on the agenda.

Clerk contacted highways with regard to the parking outside The Birches and they are having a liaison meeting this week with the police and planning, this will be raised for advice.

Reply received from the client services with regard to rubbish spills, which should be cleared by the staff on the refuse lorries

The temporary road enquiry at Trago has been passed to the enforcement office at TDC

 

06/200  Urgent business brought forward by the Chairman.

Mrs Smith reminded the councillors of the Civic Service at Church on 7th May 2006 please meet outside at 10.20am.

 

06/201  To receive reports from District, County Councillors and Police Officer.

None Present.

 

06/202  PUBLIC FORUM

Mr Bardell has still not heard from Mr Wills of the highways department.  Mr Gibson had some queries with regard to bridal and footpaths and it was suggested the clerk contact Mr Stemson and the query could be dealt with directly with Mr Gibson.

 

06/203  To consider the planning applications received from Teignbridge District

            Council and Dartmoor National Park Authority

1.         Hill Farm House, Liverton

Replace corrugated iron roof with thatch and modern windows with timber, plus new window to rear, new staircase and other associated works.  No objection

 

Grant of Conditional Planning Permission

3 Summerhill Close, Liverton

New Double garage to replace existing shed and alterations to access onto Benedicts Road with new boundary wall.

 

Benedicts Bridge Filling Station

Single storey extension to form toilet, restroom and store.

 

Smith’s Wood Ilsington

New pond (landscape feature to encourage wildlife) 65m x 2m deep, varying width to maximum of 20m

06/204  To receive reports from Parish Councillors on outside bodies.

Mr Squire reported on the successful visit from Ste Marguerite D’Elle. There were approx 54 visitors and Mrs Smith welcomed them at a reception on Saturday morning.

Mr Bardell was unable to attend the TALC meeting recently but reported that TALC are trying to get more councils interested in joining as it is a very beneficial group.

Mr Retallick reported that the information centre at Haytor is still planned, however on a much smaller scale and including the existing toilets.

The clerk read out an email received from Antonia Teasdale, the Property executive from Holiday Fellowship thanking the councillors for attending a meeting with regard to further development at the Moorland Hotel.  This was purely an information gathering meeting.

Mr Mansfield expressed concerns over the new construction on the field at Lounston, Mr Retallick informed the meeting that the planning application was dealt with under officer delegated powers.  He suggested we write to DNPA to request screening ad landscaping to soften the impact of what seems like a development larger than the plans indicated.

Concerns were also raised over further development at the paintball park near Trago.  It was agreed to request a site meeting with a planning officer from TDC, Mr Christophers and Ilsington Parish Councillors.

In hand after payment of the above cheques and direct debit for broadband, both accounts added together, the balance is.                                      £ 16,398.36

            Teignbridge Development Framework Regulation 26 – Preferred option pre submission participation core strategy; Development control and non strategic policies.  The councillors would like to invite Mr Christophers to the next planning meeting to help explain this document.
