Also in attendance: Mr G Smith Teign Estuary Partnership, Mrs C Retallick (Clerk) and 1 member of the public.
Before the Parish Council meeting started Mr Graham Smith of Teign Estuary Partnership gave the councillors a brief informative talk about the aims of the above. The partnership covers the estuary and Templer Way. He talked about the information boards and how they need to be improved, ideally in Granite and about an audio guide He asked if this parish council would in principle support the ideas in front of them and the councillors agreed they would, then he asked if there is a person in the parish who could be a liaison, this would need some thought and it was agreed to contact Mr Smith later.

04/46 Declaration of interest in items on the

The councillors were asked to sign the declaration book if relevant.
04/47 To confirm the minutes of the last meeting 23rd

These were accepted and signed as being a true record.
04/48 To report matters arising from the minutes
not on the agenda.
Mr Page reported that he had
received a telephone call regarding Shapely Way as contractors had started work
on the planting scheme. He had tired to
contact Mr Christophers but was unable to speak to him. Mr Bardell added he had driven around that
area and had seen children playing happily.
Mr Page asked the council to stop the planting scheme. Mr Retallick
pointed out that the council has passed a resolution to continue the planting scheme
and Mr Gibson confirmed that point and the matter was now being dealt with by
TDC and there was nothing more to be discussed.
The field at Liverton for a
proposed play area negotiations still in progress, however the owners of the
other half of the field are no longer interested in this plan, the have took
the field away from the present tenant and intend to fence it off. Discussions are being held to look for an
alternative access.
The clerk informed the meeting
of discussion with the District Council Solicitor with regard to matters
concerning Ilsington United Charities being raised in Parish Council meetings
and he advised that this is not a matter to be discussed in such meetings and
the trustees are meeting their commitments.
Mr Retallick explained that
the field is land locked and to acquire it means further discussion with other
land owners and we rely on there good will therefore if this plan can go
forward negotiations are delicate and should be left in the capable hands of
the chairman and councillors should accept the clerk’s advice. Mrs Smith asked if the councillors could
have a map of the location of the field which the clerk will arrange.
The clerk now received a
laminated copy of refusal notice for the proposed Service Station at Liverton
which will be put into the Liverton Notice Boards ASAP.

Various points that Mr Oldham raised. The councillors were all asked to consider these.
Parish Wards – could councillors represent areas within the parish? All the councillors agreed that they were elected to represent the whole parish and this is how it should remain.
Planning – Concerns rose over remarks being inconsistent. It was agreed that this does sometimes happen but the councillors are only a consultee and not fully qualified, extra training may help, however some planning application should be encouraged.
Meeting to be taped could this be considered? All the councillors agreed this should not happen.
10 councillors - if councillors were responsible for areas within the parish would they take more interest in that area? If councillors were encouraged to go their own way without the knowledge or consent of the full council this would result in chaos. It is important that the clerk is involved in and can record everything possible for the council. It is the very nature of the clerk’s job and the duties laid down in the job description. There is no benefit in changing the system.
04/49 Urgent business brought forward by the
Chairman
A complaint has been received from Ilsington Pre School with regard to Councillors wanting to park in the village hall car park this morning. The Pre School hire the hall in its entirety from 9am until 12.30pm and therefore the car park should not be used by any other as this causes a serious Health and Safety issue.
An account has been received for payment from Moor Print for an article that was placed in the Parish Magazine last month. Mr Page authorised the publication of this item. After much discussion the parish councillors agreed to pay this account.
Mr Gibson brought it to the meetings attention that Liverton Village Hall management committee were holding their AGM this evening and the Chairman would be stepping
down and no other was expected to stand Mr Gibson warned the Parish Council that there was a real danger of this hall closing due to lack of committee members
04/50 Ilsington Playing Field and Ley
Close Play Area
RoSPA have now inspected both areas and have produced a report of items that need attention which the clerk read out. With regard to the Liverton Area it was decided to advertise that the Parish Council would like to close this area and test public opinion. Mr Westaway will look at the report for the Ilsington Area and act on any repairs or improvements. Mr Retallick proposed that Mr Westaway should be reimbursed for any expenses and this was agreed.
04/51 To receive reports from District and County
Councillors and Police Officer.
Mr Barker sent a report as follows:-
I have spoken to a resident about the speed of traffic
on the old A38. This has been raised before and I would like to get some action
to address this. I am going to pursue an extension of the current
speed limit to beyond the bridge over the A38 just past the school and would be
grateful to know if your Council agrees with this. Because of the size of the
road and the relatively few houses I am unlikely to get a 30mph so I want
to get the extension of the current limit first.
I think your members will already have seen that work
is going on at Drumbridges to establish the revised exit your Council
agreed to.
04/52 PUBLIC FORUM
Mr Kenyon of Bickington Parish Council thanked the parish council for supporting the speed limit extension that Mr Barker is hoping to pursue
Mr Kenyon also asked if the notice board at South Knighton could have minutes and an agenda displayed, the clerk explained that the notice board isn’t large enough to display the minutes however agendas will go into them as well as dates for future meetings and names and address of all councillors. He also asked about the increase of precept and it was explained that the council are aware of improvements needed to one of the village halls and possibly a play area and budgets to assist with the costs for this have been allowed.
Over hanging branched on Old Town Hill and hedges need trimming near Hillside Cottage, Liverton and a tree which restricts vision at Wood House Cross were all reported. Pot holes on Old Town Hill, Trumpeter Hill and Wood House Hill need repair.

04/54 To receive reports from Parish Councillors on
outside bodies.
Mr Gibson reported he had attended the Community Forum at DNP and informed the meeting about plans to reduce members from 26 to 22. Mr Retallick explained further about those changes.
Mr Page reporting on the Parish Plan group asked if there was any possibility of using land between ‘Old’ and ‘New’ Liverton to develop for community facilities. There followed a discussion about the difficulties of running the existing facilities.
He also reported that he was having some difficulty in moving the Parish Plan forward and felt that some issues need to be re-endorsed.
Mrs Smith asked about the reduction of grant to the Parish Magazine which was recommended by the Finance Committee at the November meeting as it was understood that the advertising fee received were increasing the grant needed not to be as large, and this was ratified by the full council at the time.
Mr Squire reported a successful twining visit over the Easter break.
Mr Bardell reported that the Bells from Ilsington Church have been recorded to be used in a guided tour type experience and would be put onto CD.
Mr Retallick informed the meeting of DNP plans to commission the story of Haytor Down including industry, agriculture and local people. If any person has any contributions they should contact DNP.
