Also in attendance: Mr Richard Younger Ross and Mrs C Retallick (Clerk).
Mrs Cross opened the meeting and welcomed every one present. Mrs Cross then asked for everyone to stand for a minute’s silence in remembrance of Councillor Richard Norman Wills who had died.
Mrs Cross then asked for authorisation from the councillors to attend the memorial service for Dick and wear the chain of office on the 8th of May; all councillors agreed to this.

Younger Ross and Public Forum
Mr Younger Ross addressed the councillors and gave them a brief resume of the last 2 years in office including the opportunity to put 5 questions to the Prime Minister. He explained that his role was split between legislation in Parliament, advisory casework, understanding the needs of the community and being an ambassador for Teignbridge for business and Charities.
Mr Gibson asked RYR what he thought the future of the Parish Council is?
The Government seems determined to have regional community and develop a single tier merging the district and county councils, which would mean more powers for the parish council.
Mr Retallick explained that the DNP use officer delegation on some planning matters and explained the way it is operated and added that the Parish Councils’ views are highly valued in the planning issues.
Mr Retallick asked RYR for his views on the new proposal for music and entertainment licences.
There followed a lengthy discussion on the plus and minus views of this new legislation and Mr Younger Ross was unsure how these will be presented to the government.
Mrs Cross asked about low cost and affordable housing and explained the problems in Ilsington including the land that had been offered in Ingsdon for social housing. RYR promised to look at this issue.
Police presence at meetings was also discussed. There is a new Inspector at Chudleigh and the new Chief Constable is looking to reorganise the force to give a greater Police presence on the street.
Mrs Cross thanked Richard Younger Ross for attending our meeting.
Mr Bardell asked that the signs at Five Ways Cross and Swine Cross are reported again as they still have not been repaired.
The sign to Trumpeter is missing.
03/43 Declaration of

Mr Gibson signed as Chairman of the Trustees for Ilsington United Charities.
03/44 To confirm the
minutes of the meeting held on 25th of March 2003.
These minutes were signed as a true record of the previous meeting.
03/45 To report
matters arising from the minutes not on the agenda.
The clerk has contacted Mr Honeywill with regard to the bus shelter at Liverton. He has been working away from the parish recently and will attend to the bus shelter as soon as possible.
The clerk has written and spoken to Mr Hobbs, the new enforcement officer, who confirmed the fact that there is a backlog of work that needs following up in the Teignbridge area. He will visit Benedicts Garage.
Mr Moss has confirmed by email the temporary closure of one lane on the slip road onto Drumbridges roundabout.
The clerk has requested in writing a dog bin and is awaiting confirmation of delivery.
All the allotments have now been taken. The clerk has contacted the skip company and is awaiting contact from them as to when they can arrange bringing it and clearing the area along the hedge.
03/46 Urgent business brought forward by the
Chairman
Note that only 7 names were put forward to be parish councillors for the next term.
The clerk has been notified that there is 1 person interested in being co-opted at the May meeting. If any councillors would like to make a nomination would they contact the clerk. A notice will be going on the notice board requesting nominations and the closing date is 7th of May 2003.
Open Day at Ilsington Village Hall on May 3rd.
Civic Service on the 4th of May.
Mrs Cross took this opportunity to thank all the councillors for their support over the last 12 mouths and to thank those that are stepping down for their hard work and commitment during their time on the parish council. She wished the parish council continued success for the future.

03/48 To consider the planning applications.
1. 0222/03 The Old Pottery, Liverton
Demolition of existing storage building and replacement by six residential dwellings.
Objection. Two points recorded - firstly the drainage problems need to be dealt with before any more development is done on the site; then and only then would IPC support the existing planning approval for work/live units only.
2. 0210/03 Elmside, Higher Brimley.
Completion of field shelter and provision of access track within garden area.
This is a retrospect application. The field shelter is already there and is
used to store cars. No
objection to this but the above should be noted.

Change of use from redundant chapel to dwelling.
It was brought to the council’s attention that a field shelter and track on a site on Old Town Hill do not appear to have planning permission. The clerk will follow up.
03/49 To receive reports from Parish Councillors on
outside bodies
Mr Williams attended the Rural Aid AGM and reported that the aid will remain at £60,000 and there will be more flexibility in claiming the aid for up to four years.
Mr Squire reported the Twinning group had had a successful visit to France and the weather had been very good.
Mr Bardell attended a Leader+ meeting, the first project had been authorised in Chudleigh and the group is looking to support other projects. It was suggested that the working group for the parish plan should be notified.
Mr Retallick reported to the meeting that plans have been made for the new Information Centre at Haytor.
